Pusgoyle Blightlords: Round up or down for bell weapon?

Do you round the number up or down?

So in a 3 model unit, 2 will have the bell?

And a unit of 1 model will have the bell, too?

If you round up then having a couple of single model units makes more sense since each of them applies their Virulent Discharge to their neighboring unit, right?

"Up to half" implies that you must round down. Since half of 3 is 1.5, "up to" 1.5 models may have the bell -- so just 1 of the 3 models.

My own thought would be mathematically correct rounding, which would equate to rounding up when working this out.

Reading the rule on Virulent Discharge it says "... roll a dice for each unit (friend or foe) that is within 3" of any friendly units with this ability".  So you would only ever roll once per unit regardless of the number of units with Virulent Discharge.

"Up to" normally means that you can choose - e.g. "Up to 50% discount" means you'd get a discount of anything between 1% and 50% (however you could rightly say that it's 1% to 49%)

Another "mathematically correct" way to round the 0.5 is to always round to the even number. I know it sounds stupid, but it's actually no more arbitrary than always rounding up.

they come in units of 2, so you wouldn't ever get a situation where you have 3 anyway, unless you were fielding an under strength unit

they come in units of any size. so you can have 1 or 3 which causes confusion

Mathematical rounding doesn't have applicatation here because you can't have a fraction of model (0.83 of pusgoyle etc.)

Up to half means that you can't have more models with bell than without it.
