Can Cities of Sigmar Living City take a Sylvaneth Battalion without it being an ally?

There is a FAQ that talks about that:

Quote

An army can include a warscroll battalion of a different allegiance to the rest of the army, but if it does so the units in it do count against the limits on the number of allies the army can have (and the points for the battalion and the units in it count against the points limit that can be spent on allies in a Pitched Battle).

The issue here is that Living City doens't have Sylvaneth as allies:

Quote

Daughters of Khaine, Fyreslayers, Idoneth Deepking, Kharadron Overlords (except in Tempest's Eye army), Sylvaneth (except in a Living City army or a Greywater Fastness army).

Imho, you can't use any Sylvaneth battalion for Living City because they can't be allied units. But, as you said, Living City can use 1/4 units of Sylvaneth as part of their army.
