Well the chariots can cover a line that crosses the table, so when you add in terrain you're easily gonna be able to gum up any advances. You'll have to bubble wrap and weather the storm against deep strikes. Fliers could be a bigger problem but if they fly over your chariot line your arty, hurricanum, and shards will have to try to take em out. Bait and feed tactics would be needed a lot. I forsee a problem with objective control if you cant clear enemies from objectives fast enough.

I'd say darkshards are in the running. Cheap, good volume of fire, 3+/4+/-/1 and Battleline.
