The old spearmen are out of production. The Spire of Dawn boxed set comes with 10 seaguard renamed as 'Spireguard', with a new warscroll that is identical to the Seaguard warscroll except with all the mentions of compendium units swapped for Swifthawk Agents keywords.

The set has been in and out of stock, a good starting point for someone building a high elf army (also comes with a skaven force). Wanderer Eternal Guard could be used as an alternative or a proxy for the old High Elf spearmen if needed, and both are 80 points/10 models with very similar warscrolls.

Keep in mind that a couple of the warscrolls (most notably Caradryan on Frostheart Phoenix and the dragon rider that lets you use three command abilities) have been written out. You can see the more updated warscrolls in the Grand Alliance: Order book. The compendium is still mostly valid though.
