Which army would benefit most if there was a flat point discount for reinforcing non-Monster battlelines?

Just a fun thought I had recently.  I know Gitz would love it, but surely other factions would too plus some might outright abuse it.  What army would a ~20 pt discount to reinforcing non-Monster battlelines give the biggest buff to?

The simple answer I guess would be armies that already rely in powerful reinforced battleline. Fulminators for Stormcast jump to mind. It would certainly be an interesting incentive for conditional battleline. 
 

I feel like sbgl might really like it? But that’s because a friend runs a zombie list. What about pinks? That sounds gross.

I think that the best armies are the ones that already want to spam battleline.

Anything with 2" range that caps at 30 models or less and hit like a truck or loves to be buffed: guttrippaz, Paladins, Fulminators, new-martis, eels, etc...

But the most powerful ones will be ranged battlelines that do mortal wounds or have really good dmg output: DoK snakes, sentinels, boltboyz, etc...
