Do you have to fly over the unit to get the damage and debuff off?
i see players move them up to the bases of models and claim it

Thanks to the FAQ this is basicly legit as long as you have enough movement to move ontop of the target and back:

Quote

Q: Some abilities require a model that can fly to ‘pass across’ a
model from an enemy unit. How exactly does this work?
A: In order for a model to pass across another, part of
the moving model’s base must have moved across any
part of the other model’s base. To determine if this
is the case, trace the flying model’s move across the
battlefield, checking to see if its base passed across any
part of the other model’s base at any point in its move.
Note that this means that the flying model can move up
to an enemy model so that their bases overlap, and then
move back, and will count as having ‘passed across’ the
other model.

According to the warscroll, the geminid has to have moved over a unit and ending within 1" does not trigger the effects like it does with other predatory spells.

However, a player could move a geminid model over a model from that unit and then fly it back an inch to land next to it. This would "tag" the unit and activate the effects of the geminid so long as there is enough movement left to do so. This is a pretty common manoeuvre as far as I've seen in local games.

They also may be assuming all endless spells function the same. Some, like purple sun, state that it affects anything within 1" as well. Which would be stopping on base contact to function. I have not looked at all the endless spells but I know a few have this clause as well (Geminids, notably do not have this wording. So if he does not have that extra 0.5" to pass over and return to the one side he cannot affect the unit).
