The wheel affects "NURGLE" units. It doesn't specify friendly or enemy. All that matters is that the unit has the Nurgle keyword. Likewise, the GUO's bell affects your units. And you are immune to the damage aura of Blight Kings. And you get healed by the GUO spell, instead of damaged. And like a dozen other things.

When a number of abilities trigger at the start of the hero phase, the player whose turn it is can choose in which order they resolve. So yes, in this case it was legal to trigger the effect of cycle 7, use grandfather's blessing to move the wheel and then trigger the effect of cycle 6. It's a very common trick amongst nurgle players.
