Wholly within or just within when determining cover bonus

Question

In the the rules for Cover it says:

"Add 1 to save rolls for a unit if all of its models are wholly on or within a terrain feature when the rolls are made"

My interpretation of this is that it is allowed for models in the unit to have its base being outside of the terrain as long as the base is within the terrain. However, I have experiences of people interpreting this as all models need to be wholly within the terrain. What is correct?

In that case it would be that all models have to be complete in range, but this is mostly counting for close combat because there is also the Obstacles Rule (and most terrainfeatures are Obstacles), where all models habe to be within 1" to get cover and behind it, against Missile Attacks.

I am no English expert, but I guess "[...] wholly on or within [...]" is simpy a shorter form of "wholly on or wolly within". So, yes, I am pretty sure a unit has to be wholly within a terrain piece to receive cover (meaning all models have to be wholly within).
