No, you would have access to Order Allegiance/Artifacts/Traits.

You fulfill DoK allegiance for access to Battleline Witches (regardless of whether you qualify for other allegiances, such as Order), then you have the option of choosing whatever allegiance you qualify for to use for the above. This is identical to how Ironjaws armies have Battleline Brutes and Destruction traits etc.

Really? I want you to be right, but I can't see how you are.   To get Witches to be battleline, you have to pick DoK add your allegiance, which means you have not selected Order. 

What rule allows an army to simultaneously be two allegiances?

Page 106 – Pitched Battles, Picking Your Army
Change the last paragraph to read:
‘Once you have picked your army, record the details of it
on a piece of paper (your army roster). The roster must
include the units in your army, details of the upgrades
they have, the army’s allegiance, and must say which
model in the army will be the army general.
If your army includes any units that are given keywords
when they are set up, such as units with a Mark of Chaos,
then these must be chosen and written down when
the unit is added to the roster. You must record the
allegiance abilities for your army when the battle begins,
before setting up your first unit. You can choose to take
either the allegiance abilities for the allegiance your
army belongs to, or the allegiance abilities for the Grand
Alliance your army belongs to.

Yeh you are reading it correctly. I feared the same for Ironjawz initially.

Thankfully, this was not the intent from GW and they put out a General's Handbook FAQ pretty quickly which does confirm that you can always default to the generic Grand Alliance traits/artefacts, which is great.
