This is interesting, as the ability here specifies "instead of a normal move", preventing a retreat.

There is an ability in the Gravelords battletome that allows a unit to "make a normal move" in the hero phase.

It would seem this ability gets around the limitations, though probably not an intended interaction.

They do not get around anything. The three types of moves are Normal, Run, and Retreat. The ability it above says that it can be done instead of a normal move, but a normal move cannot be done while engaged. Therefore, the only option would be to retreat, which does not allow for the teleport to happen.

I was referring to Spoor Trackers getting around the new core rules.

We need a FAQ to clean this mess (High Fly has the same issue).

Everything seems to follow that pattern but Hitchers ability/ FAQ seems to not follow the same logic:

If this unit is wholly within 6" of a friendly SKYVESSEL immediately before the SKYVESSEL uses its Fly High ability, you can say that this unit will hitch a lift instead of making a normal move (as long as this unit has not already made a normal move in the same phase).

Q: If I pick a friendly Barak-Zilfin Skyvessel to use the ‘There’s Always a Breeze If You Look For It’ ability in my hero phase, can that Skyvessel use its Fly High ability? If so, can up to 7 friendly models with the ‘Hitchers’ ability move with it? A: Yes to both questions.

The Footnote from Zilfin "There’s Always a Breeze If You Look For It" only allows one Skyvessel to make a normal move, that means that our balloon boys are not allowed to make a normal move and by that logic, they coudn't use the Hitchers ability in the Hero Phase. But that's not the case...

You cannot make a normal move while in combat. By extension something that could be done "instead of a normal move" could not be done either.

However, not all teleport abilities work that way. And more importantly we don't have the FAQ documents for battletomes yet, which are likely to clarify and/or change wording. I would not be surprised if the "instead of a normal move" wording was replaced so they could still jump out of combat (I wouldn't bet on it either, though).
