Yes they stack. Neither of these would be considered 'trigger' abilities themselves; instead they both modify a triggered ability. It remains only the Spider Venom ability that triggers on a 6.

Yup. You also roll when enemy models are slain in that range as well.
(Just remember that it only harvests Goths, no Vandals, Huns, or emos.)

A command ability is "used" by the model being measured from. So when you use inspiring presence you are measuring from a hero; that's the one using it.
The clarification is in the core rules FAQ, didnt look up the exact quote but it's pretty clear in its meaning.
