it is simple, if you play model to model then measure from the point on the model of which you are using, however as most people play base to base, it would be the same as normal you measure from the base of the model.  there would be no change to the rules.

With a larger base, there are two main downsides:

1. more things can get into base to base with you,
2. you might have more problems placing him

It does present several upsides though:

1. Your auras effect a wider area,
2. You control a larger portion of the table and deny more area from your opponent (since they must stay 3" away from you during movement),
3. Can be easier to hold objective due to the above,
4. Anything you have that has range (shooting, spells, even melee) tends to have more options.

That being said, there are no official rules on bases at all in AoS. However many locals have adopted some form of house rule on the subject. Larger tournaments would probably disallow it, but you should honestly check with your local playgroup and/or TO and see what they say on the subject.
