We're about to see some of the greatest (wizard?) minds in the realms given the sigmar makeover and exude sheer brain over all the other stormcast. Making them look like the foolish but faithful children they are.
I guess your take is as likely and perhaps more logical than Magnus being a dual kit.
The clipped model to the right on the box art is perhaps the key though, it looks like robes but also a smaller scale maybe.

I think you should buy what you like style wise and not worry about fluff or rules. However, there is one circumstance that makes me nervous when thining of a new faction to buy into and that's 'potential for new updated models shortly after I've purchased'

Saw a different good suggestion that the bit to the right in Magnus is his smaller form (he changes size i believe).
They are all going to be big golden idiots but Ive grown to love them now.
Tbh if they release a dwarf scaled like a regular stormcast is to a human and armoured like a stormcast (basically a stumpy stormcast), ppl will lose their ****** thinking of proxying them as all sorts and using them for normal dwarf conversions and so on.
I always thought ruination would be warmachines (thinking theyd flesh out stormcast) but it could be wizardy stuff, sacrosanct (where I thought wizardy priests would be) could be wholly devoted to monkery or priestery then.
Leaving just Auxillary.
Man stormcast have a lot of depth to come.

Also bear in mind the infamous stardrake pics making it look like derp dragon.
Owning the model myself, it's much better than it is pictured.
They really don't need wizardry or magic to make this work. They just setup a catalogue that people can 'request' a rerun of minis from.
Once a mini or box of minis hits a 'costs covered and profits generated' threshold they can use their existing production means to do a release.
Then they hope that everyone who said they would buy actually buys. That'd be the fly in the ointment.
