Is a behemoth always a monster and the other way round?

It would speed things up

A monster is always a behemoth, but there's a reason for the distinction.

Monster is a keyword that certain rules care about, such as cover and several abilities on warscrolls.

Behemoth is a Battlefield Role, like Leader or Battleline.

A Celestial Hurricanum is a Behemoth but not a Monster.

A Khorgorath is a monster but not a Behemoth.

There may be other counter-examples as well, but in general Monster (keyword) and Behemoth (battlefield role) occur in conjunction. As @heywoah_twitch stated, rules generally apply to the MONSTER keyword, whereas Behemoth only matters in army construction (and the rule in the GHB stating that Behemoths do not benefit from cover).

blast! I looked for almost 10min for exceptions and missed those two

Most war machines in order are Behemoths and not monsters, such as the steam tank and The KO ironclad. 

Many fights have been had about this. 

CAN an ironclad get a cover save?

If not, then can it die to Sylvaneth wildwoods?

Yes, an ironclad can get a cover save and can also die to sylvaneth wyldwood.
