AFAIK that should be okay with most people (you're gimping them somewhat by doing that), but putting bloodreavers on 25mm bases would be seen as a bit cheesy because then you could fit more of them within range. Same for putting e.g. heroes (or units with any ranged abilities) on oversized bases, as that will inflate the range of their abilities, especially aura buff type things.
