Bomb racks on Kharadron Overlord Frigate

Hello.  The Bomb Rack rule states:

If an enemy unit ends its charge within 1" of the Frigate, it can drop certain bombs.

When a unit charges, this makes sense, but I am confused if this also affects units in combat with it in following turns?  Was not sure if they had to charge or just be within 1" in the charge phase.

Thoughts?

No, it only activates when a unit ends it's charge within the specified range. It has nothing to do with any of the phases. It is merely triggered by an action, regardless of when that action happens

'Ends it's charge', so you'd have to be charged. It's more a deterrent.

The unit has to have charged. So it needs to have rolled the dice and moved in that charge phase. 

Shame though.
