Measuring to units

Question

Is there a definitive answer on how to measure distance to units?  For example, there's a command ability (from the GH) that lets Chaos generals give a benefit to a friendly unit within 3".   Does this mean that if a model from another unit is within 3", that whole unit gets the benefit, or would it only affect models from the unit within 3" of the granting command model?

best example of units vs models is when it comes to determining shooting range.   Its says in the rules that you need to check your MODEL is in range with the enemies UNIT. This means that if only the front 5 models of my unit are within range of any model from the enemy unit only they can fire. but the wounds are alocated to the whole unit as the enemy player see fit,
