It is active from one hero phase to the next, so granted you always want to spend the CP there'd never be a time where it isn't active. The Corebook FAQ says on page 4 that they are activate in "your" herophase. Quote Q: Many command abilities on older warscrolls don’t specify in which phase they are used. When can I use such command abilities? A: Command abilities that don’t specify when they are used are always used in your hero phase. "The" hero phase would mean that you can be activated in your or the enemy herophase. Also Dread knight states that it is actived until your next hero phase. So it will Star active in the enemy turn.
