Reaper bolt thrower playable again?

I saw on the new general's handbook that there are pitched battle profiles for many Dark Elves units passed to "Legends". Should I think them to be playable again?

If yes what base size should I use for the reaper bolt thrower in matched games? Thanks for answers!!

They removed the entries of the Generals Handbook 2019 later with the Errata
