Unit A has 10 models with in 3" Unit B has 5 models with in 3" When Skarr uses his ability does he make 15 attacks againts Unit A and 15 attacks against Unit B Or Make 10 against Unit A and make 5 against Unit B Either way he looks amazing but obviously one reading is much stronger than the other. Then final sentence is to repeat the process for any other valid units, so no cross over in attack count. In effect, he gets to attack every model within 3" but wounds can be assigned to other models in their unit.
