All so need to know where i can find the Rule of One in the books. 

Prayers are not affected by the rule of one. But it depends on your army if they can all pray the same prayer. For example in the Daughters of khaine, you can use the prayers on the war scrolls as often as you want. But the ones from the table within the book can only be tried once per turn. So you have to look where you get your prayers from.

The actual dedicated Rules of one section does not exist in 2.0. Instead you will find the relevant rules with their relevant sections. The limits on spell casting are in the magic rules. The limits on unique characters are in army construction rules.

Prayers are just abilities that happen to take a roll to function. They have more in common with things like the Castellans lantern or Heraldors Horn than they do with spells. Therefore, unless otherwise stated (such as with Daughters of Khaine) there is no limitation on using the same prayer more than once in the same turn.
