In GH2017 it's on page 78 cleverly hidden under the header "The Battlefield." There is a sub-heading that reads: Monsters and Cover: The save modifier for being in cover does not apply to Monsters. If you aren't playing that type of game it technically doesn't apply, though most people play using those rules in Open and Narrative Play as well.
