Battalions outside of allegiance

Quick question, because I haven't attempted it before; is it possible to use battalions outside of a specific allegiance? For example, would I be able to put a clan skryre battalion, consisting of the required units, in a general allegiance chaos list?

All units in the battalion you are using must be part of you allegiance. As long as you are allowed to use those units, you are good. As an example, Fatesworn Warband is an Everchosen battalion. It requires all units in the battalion to have both the Tzeentch and Mortal keywords. So it is possible to run it in Tzeentch, Slaves to Darkness and GA lists.

Once you've fulfilled the unit requirements and pay its cost, you qualify for the battalion. I'm not seeing anywhere that it says you need an allegiance for them.

Follow-up question: 
Does the battalion cost count as part of the allies point pool available if you try to add it as allies?

It does not, allies only refers to units, and battalions are not units.
