Question for 'realmgate' and 'khorne : killing frenzy'

I have two question to you guys 

 

Q1: In Age of Sigmar in Matched play 

In this Two  situation  

1. Hammerstrike forcebattalion

2. baleful realmgate  

 

This two battalion and secenary both have  'Set up' abilities

Are those abilities can allow to you can set up unit within 3' from enemy? 

or Not because it's count as move for movement phase 

Some people think If this abilities allow to do that  it's Too powerful for matched play

because  realmgate can  set up with any other cost 

 

 

 

 

Q2: khoren allegiance pray, It's TOO MUCH!

 

One of my game buddy in our local gameclub use 'Gore Pilgrim' battalion with 3 Slaughter priest.

problem is He use also skullreaper with  'Killing Frenzy' X 3 

 

So. Skullreaper can attak on 2+and 3+ to motal wound. 

It doesn't make any sense to me  It's alright to use same pray 3time? even on same unit?

 

buffed skullreaper come with realmgate and destroy everything  In our recent local tournament 

Everyone said It feel like almost cheating 

 

Is it alright same pray's on same unit? 

 If it's alright, What do you think about this?

Not sure about the baleful realmgate, but

Prayers are not spells, and so the Rule of One about spells does not apply. Multiple abilities with the same name stack unless specifically stated otherwise.

What do I think about a melee unit with a 4+ save and a 5" move that can kill anything with enough buffs?

Without trying to sound flippant, I'd charge them with 4 hit-buffed mournfang and on average wipe them out before they can activate, and probably take like 4 mortal wounds when they died or whatever.

Or just shoot them. They're slow.

You absolutely can setup within 3" for both of these abilities. In fact, if it weren't for this rule, Hammerstrike would be near useless. This will always be the case unless the setup move states so on the warscroll.
