Lord-Aquilor's Ability to Bypass Retreat?

I am sure that the topic has been discussed on the forum before but I cannot find the answer through the search function...

The Lord-Aquilor's "Lord of the Azyrite Hurricane" command ability (see below) allows him to remove himself and/or a friendly unit from the battlefield in the Hero phase and then set them up in the movement phase as if they had been set up in pursuit as per the Astral Compass rule.

The rule says nothing about units in combat. Therefore, my understanding of the rule is that the Lord-Aquilor can take himself and/or another unit out of combat without retreating, which would enable them to shoot and charge after the movement phase. Is my understanding correct?

I would say yes, purely because these units are setup on the battlefield as per the pursuit rules (a unique form of deployment) it isn't a move so much as being redeployed.
