I cant speak for everyone but id say 99% of the time all Sigmar events will use GHB18 only for points.

You cant pick unit sizes. They did ****** like this for 40k 8th edition box. Points and such were totally different. GHB18 over rides anything in the soul wars box set for points/unit sizes. Simple as that
