How I did it: Started with a base coat of black, adding very diluted purple applied by sponge. Approximately 50% paint, 50% Lhamian medium if I remember correctly. Then I used an old stippling brush, loaded it up with some white paint and "splattered" it over the cape in small amounts to get the stars - using the same technique that you'd use to get blood spatters. etc. Fairly simple, but looks pretty cool!
