So yes, if your wizard tries to cast a summoning spell then he has used up his spell slot for the turn and cannot cast another. The only exceptions to this tend to be the spells granted by scenery effects which tend to have a different wording that indicates their spell can be cast in addition to a wizards usual maximum number of spells.
