Hmmm. It still looks to me like a teleport as it says "set up" rather than move. I would say it doesn't have the negative consequences of the retreat, but it does have any other movement limitations (e.g. rolling on the table for whether you can then move).

Specifically with Spirit path, the main rules say that you can either remain stationary or retreat with enemies with 3". Spirit path is "instead of moving normally", so it supercedes the choice to remain or retreat. So no, it's not a retreat move.
