Arkhan is required as part of Lords of Sacrament, and you are only allowed to take an off-legion mortarch if you've already taken your on-legion Mortarch. Sception
You can. Any battalion in the battletome gains the relevant keyword when taken in any of the four legion allegiances. However, per the legion of blood restrictions, you can only include any mortarchs if your army includes neferata, who must then be your general. So, 8n order to field the lords of sacrament, which includes Arkhan, who is a mortarch, your army must also include and be led by neferata, and running two mortarchs plus an expensive formation won't leave a lot of room for the rest of your army.
