Is the Mortis Engine's Wail of the Damned affacted by Idoneth's Forgotten Nightmares?

So on one hand it is a missile weapon because it has a missile weapon profile but on the other hand it is not targeting in the traditional sense of missile weapons and only maybe philosophically targeting each unit as you're rolling dice for them but it doesn't use that language and so I think it is unaffected.
