Hey guys! The first rule of this battalion states that any units within 6 of Blacktalon can make a 5 inch move in the hero phase as if in the movement phase but cannot run. Does that mean that they cannot run with their free move or cannot run in the following movement phase? Thank you!

"but cannot run" is a restriction upon the hero phase movement only. It's essentially telling you what kind of move you are allowed to do in the hero phase.

You may move normally in the following movement phase, as it would say you can't if you couldn't.
