Attacking into terrain and height

Question

I have a question, if I have a model/unit on terrain that’s about 2 inches high.  Can my model/unit who is attacking attack from the base of the terrain? I think it really depends how you discuss it with your opponents.  My group plays measuring from base to base, but line of sight from model.  When a model is in the situation you show here, we would say that neither would be able to attack.  It adds tactical flexibility to a cliff edge.  We also tend to avoid using terrain that is exploitable as well.

A lot of people measure as if the model were a cylinder of head height and base diameter, its a further extrapolation from the core rule of measure from the model. This is common because its in many tournament rule packs.

So in this case the orc head height is within an inch of hacking at the feet of the Stormcast, so he would gladly take a swing. Equally the stormcast could reach down to swing at the orcs head.
