Thrall host ability. Can you use it on units already in combat?

Does the thrall host ability allow to you to attack and pile in even if you haven't charged? Eg you are already in combat. 

It states that you can charge as if its the charge phase then pile in and attack as if its the combat phase. If my unit was already in combat can I still get my free turn of attacking?

Linguistically it's unclear, but it doesn't seem like the charge is a requirement to then pile in and attack, but rather a sequence of events that you can do or not do.

It doesn't say "can" both times, but then it also doesn't say "if you do, then" either, so.

My friend had this discussion when he played his Darkling Covens against me last week and we too decided that because of the "can" wording that you did not have to charge in order to pile in and attack, but it is a little ambiguous.
