Frankly, the sentence is ambiguously written. Grammatically, "a terrain feature" could mean a single terrain piece or any terrain piece. In this case it's clear from context, in part because a single terrain piece would be terrible and worthless. Additionally, the fact that it doesn't say "a single terrain feature" and the Nurgle player technically has no right to choose any single piece as he doesn't control the effects of the wheel (imagine two players are playing Nurgle allegiance... who picks?), means it must be interpreted as any terrain piece.
