For armies like Cities of Sigmar and Gloomspite, where some of the sub-armies are a very different composition to the regular; I think it also helps to add an element of lore flavour to them. An army of Pestilens that's pure Pestilens shouldn't be taking mechanical artifacts from Skyre that are in the general/standard equipment list. However the Pestilens should have access to its own that are "better or different" from the regular.

Gloomspite has no Sub factions. There is no ability/artefact lock anywhere.

I’m honestly a little baffled by this.  All the destruction battletomes are comfortably in the 40-60% win rate range.  Mawtribes are the lowest, but they have had some success lately that should ratchet up the numbers (plus the latest numbers are from shortly after the tome came out).  Heck, Big Waagh! Is at 60%, behind only OBR, Slaanesh and Daughters.

66% of books in a grand allegiance being weaker than 50% winrate is a trend I would say. Gitz is a competitive book when you play 160 Stabbas and 600 points of endless spells. The book has no sub allegiances, mount traits, extremely restrictive terrain, and an incredibly rng allegiance ability. It has one of the if not the best model range is AoS and great fluff but is it a great competitive book? No. 90% of units are not a competitively viable choice.

  3. One of the biggest issues in my opinion with sub allegiances being free is that fact that some armies get no access to such free rules. OBR has the chance to just get +1 save for free Gitz can get nothing for free as they have no sub allegiances. Puts some armies at a clear competitive disadvantage straight from the get go as they just have less bonus abilities. Dont even get me started on the fact that the gitz allegiance ability doesnt work if you roll a 1....
