The setup rule for "Hurled by Sigmar's hand" reads as follows:

pick a point anywhere on the battlefield, then set up all of the units within 12" of that point and more than 5" from any enemy models.

Does this mean that you can deploy one model at 11.99" and the rest of the unit outside of the "bubble".?

And how do people resolve these sorts of rule interpretation conflicts without the use of TOs/Judges? I tend to let some things slide but these sort of interpretations can be pretty gamebreaking if abused.

To me, it reads that the entire unit needs to be within the bubble.

This is really clear cut from the 4 pages of rules discussion of measuring distances. If the rule says "models", then you have to deploy all models within - this is very much the rarer case e.g. Escalation Battleplan. Otherwise, it will be measure to units, in which case only a single model need be in range.

Me too. But it's similar to summoning, and apparently many subscribe to the conga-line hypothesis..

It doesnt mention entire models. A unit, say, consisting of 10 models, if one is within 12, then the unit counts as being within range as there is nothing stating otherwise. I see your point but theres nothing to argue. If you are within the "bubble" then I see no issue
