Vorgaroth the Scarred Movement after using Eternal Hunt ability

Vorgaroth the Scarred on Skalok the Skull Host of Khorne have an ability Eternal Hunt: "Instead of setting up this model on the battlefield, you can place it to one side and say that it is in reserve. If you do so, at the end of your second movement phase, you must set up this model anywhere on the battlefield more than 9" from all enemy units."

Can Vorgaroth move after using this ability (in the warscroll there is no wording like "This counts as their move for that turn")?

He comes in at the end of the movement phase so he cannot move. The wording "This counts as their move for that turn" is also absent from stuff like Stormcast's Scions of the Storm.
