Base or model for measuring 3" combat

After a Unit makes a successful charge and pile in, is it the base or the actual model that determines which units are within 3".

For example, I played an opponent recently who used his prosecutors with celestial hammers wings as the measurement for 3" range and not the base. Is this correct?

Rule 13.1.2 states: "The target of a combat attack must be within a number of inches of the attacking model"... is this open to interpretation. 

I agree that it should be base to base, but the rules wording seems to be more vague ?
