Scuttletide

How is it possible to proc the scuttletide three times on the enemy in one turn? 

Is this correct: they go 1st turn and move their units and let's say also charge. Then I drop scuttle 1inch away. They have moved and charged already and therefore i proc 3 times..

No it would just proc for the unit being 1" away when you've set it up. it doesn't activate the 6" move or charge move ones because  they have long since finished the normal move and charge move before you've set up the scuttletide.
