The Spells on a Wizards Warscroll are the ones they always have no matter what. This is if you take them within a faction army, as an ally to another faction or in a Grand Alliance army. They are the spells that always remain with them.

 

Now the spell lore for your faction allows faction friendly wizards (ergo those with the faction key word) to pick from the table. GW likes to use 6 options so that, if you wish, you can make it random with a dice roll, but most players pick the spell that their wizard is to use. This spell is in addition to the ones they know on their warscroll.

 

Now if your wizard isn't from the faction (ergo its an ally) then it likely won't have the faction keyword and thus it won't be able to pick from the faction spell lore. So allied wizards (by and large) only have the spells on their warscroll and cannot use your faction spells (there's a few exceptions)
