Legion on nagash doble cast

Guys I have red about people that say with a modify to cast a spell ( arckan for ex) is easy get doble cast . I have Italian version of the book and its says " ..cast a spell without modify of 9+"  . So if I roll 5 with dice and I have like +5 to cast I can t benefit from doble cast.. Is this correct? Or it's a translate error from English version? Thx for helps:)

To get the double cast the roll must be +9, unmodified.  So unfortunately the casting bonus does not factor in.
