Teclis playable?

Hey guys im little bit confused. I found the warscroll of Teclis but nowwhere his points. Is he still playable or forbidden? If we are still allowed to play him, how mich points does he cost?

With the release of the General’s Handbook 2017, Games Workshop seem to be separating themselves from the Old World characters. As such, Teclis “no longer exists” and they suggest you use the model as an Archmage instead. 

Alternatively, for casual play your opponent may be happy to let you use the old warscroll and Teclis’ points from the first General’s Handbook
