-1 to hit on re-roll 1s.

So this came up. Was trying out the Verminlord Warbringer with his command ability (reroll hit and wound rolls of 1)

Fought a mourngul that gave -1 to hit.

If I then roll a 2, with a minus 1, do I get the reroll?

If so, what happens if I roll a 1 with a minus 1?

Re-rolls always occur before any modifiers.

So you would re-roll any natural 1 rolls, and then after re-rolling those, you would apply the -1 to hit modifier on the remaining dice.
