Can a Dragon run and use Breath Weapon??

Sorry if this has been asked, I tried to find a search function and I can't (feel free to enlighten me and point out my stupidity!)

My opponent last night ran his dragon in movement and then triggered his breath attack in shooting, stating it wasn't a shooting attack per se but an ability that is triggered in the shooting phase.  I feel like this is not "rules as written" but I allowed it (I was winning!)  Any insights/clarity into how this is being played?

My understanding is that if an ability that takes place in the shooting phase is not listed at the top of the warscroll in the "Missile Attacks" that you can use it even after running/retreating.

Also, on my desktop browser, I can see the search bar in the upper-right most corner of the screen.  On my phone, there is a magnifying glass that brings up a search page.
