Vandus combo?

I don't know this has been asked before but is it a legal combo to take Vandus and give him the "speak with your swords" command ability from the Celestial Vindicators battalion, with his excisting "vengeful determination" ability? 

The wording in the "speak with your swords" command ability is that "A Celestial Vindicators general has this command ability in addition to anyothers they have". 

So can a special character like Vandus have a command ability from a battalion and if the combo is legal, can you activate both in every hero face you have?

Sure, as long as the other stormcast in the battalion are hammers of sigmar. If you are putting Vandus in a Celestial Vindicators battalion, they are clearly Celestial Vindicators, and not Hammers of Sigmar. You can put him in any other battalion as long as it isn't a stormhost that is not Hammers of Sigmar.

If you want the combo to work, take a celestial vindicators list. Make one of the models from that battalion the general. Give him the consummate commander trait. Take vandus outside of the battalion, pick him as the other hero who can use a command ability. Then use the general as the source of speak with thy swords, and vandus his vengeful determination.

Usually your general can only use one command ability at a time unless they have some other trait or artefact that overrides that limit.

you can have both. but you can activate one

As above, you can have multiple Command Abilities. In fact all Generals usually do (if they have a printed Command Ability). As the Core Rules always give the General acces to Inspiring Presence.

No. He's a named character and therefor can not have any of the abilities or artifacts.

From my understanding, he cannot take the command trait and the artefact. but he can take the command ability.

He can't because he has to be in a Hammers of Sigmar battalion when taking battalions.
