They are cross grand alliance. Hobgrots and Chaos Dwarfs are pure pragmatism, the first ones pick better weapons without effort and the second ones obtain cannon fodder

GW plans their releases pretty far in advance, but not decades in advance. The decision to remove Beasts from AoS was probably made before the announcement of the TOW core factions in May last year, but probably not long before that. This is conjecture, but I think Beasts were in the same boat as every other old WHFB faction for most of the lifespan of AoS: The plan was probably to update them eventually, but there was no clear time line beyond the current and next edition at any time.
TOW getting greenlit made it a necessity to divide factions/model lines between the two games, due to the GW-internal separate profit sheets. I imagine it was at the meeting where this was discussed that the AoS/Citadel team decided that they'd rather give away the BoC line and focus on building another original faction in the future, or something like that. I don't think there is a long running conspiracy and re-distribution of BoC models to other factions or anything like that.
The plan was other at the start, it was something more similar to new Empire, new Chaos, new Kislev,... Something more similar to Heresy
That was changed for "recover old molds", "recover old stuff", "zero compatibility".
We are talking about plans of 5 or 6 years ago that were changed dramatically for internal stuff.
Other points is the "legends factions", with the actual info that we have and the rumours, if only half is true that implies that Legends factions are not planned to go to ToW. They are squatted at this momment, who knows if in 8-10 years would come. But for now, to me, every rumour that implies a Legend factions is automatically fake without exception.- 1

The only point to have digital books is how much the company wants to gain. If the numbers are not the expected who cares if we want books cheaper, they will cut that line for not being profitable.

I do not doubt that the AoS design studio probably has most (If not all) of AoS 4 already planned out and are at the conceptual stages of AoS 5 and beyond.
Will we just see a continuation of the status quo with how "Factions" are presented? I could see GW wanting to try and consolidate publications in a few years so that a single book appeals to more people (Campaign books) rather than splitting up the publications as much as they do now. I can see rules becoming ever more digital. What do Battletomes become if you remove the printed Battlescrolls and Rules? 50 Odd pages of lore and unit descriptions?
If digital ever becomes the main delivery system for rules and updates (which I can see happening by the end of this decade) then the whole concept of "faction number" might become almost irrelevant.
They tried digital books on their mainline before and the piracy was atrociuous

That's a problem for being an initial faction book. SCE had the same problem and if It was not because the dragons the book would had been terrible all the edition.

The only reason to split a faction is because they are gonna remove others or are gonna merge others

Based on the regiments system i think its plausible that we could be getting them back some day as regiments instead of a subfaction. Bonesplitterz could get a hero + 2 or 3 units that can be slotted into either Ironjawz or Kruleboyz. The same could be said for Beasts and can be slotted into any Chaos army. It think it actually fits their lore too.
This way GW can still do the micro armies they always wanted without having to commit to a whole army + tome system and years of support that helps with limited warehouse space.
They decided to remove, redesign and reallocate Beasts models like 4-6 years ago. If we think that they could add them again maybe It could happen on two or three editions.

Is this true? possibly, after all this is only rumor.

This rumour only makes me want to just buy a new Horns of Hashut warband waiting for Chorfs.
They didn't know that LoTR rights are going to another company (Embracer, owners of Asmodee and licensed miniature games like Marvel Crisis Protocol or SW Legion) and the renewal of rights are blurry right now, that's the real reason of GW losing the interest to invest on that game.
