1st turn priority

The wording makes it seem like you roll for each round. In round one it it’s a tie; whenever finished deploying wins the tie. Any round afterwards it’s whoever went first wins the tie.

Am I missing something here; I’ve always played that whoever finished deploying first has priority… but someone recently pointed the wording out here. And I tend to agree with them.

That's because the core rule is indeed a roll off for priority on turn one. This applies to Narrative and Open play.

However, the General's Handbook overrules this to mean that whoever finishes deploying first has first turn priority in Matched Play. See page 11 of the General's Handbook 2021:

Quote

Stealing the Initiative
Do not roll off to determine who has priority in the first battle round. Instead, the player who finished deploying their army first has priority in the first battle round.
