Learning the game, questions about allies

I am trying to build a Skaven force at 2k points.  I am looking at the rules that come with Azyr and it says for every four units I can add an ally. Am I missing anything else? Is that the only rule for adding allies? I want a mainly verminus force but with a grey seer and some stormfiends. I ordered the rule book, just don’t have it yet.

Well in Matched Play, you also only have 20% point limit on allies.

 

However seeing you want to run Skaven, you can ignore all of that if you instead run a Grand Allegiance Chaos army. Then you can take any chaos units with no problem.
