Sisters of Twilight & Impetuous Beast

Just wanted some help to confirm this - The Sisters of Twilight on Forest Dragon have the following special ability on their warscroll:

  • Impetuous Beast: If this model is within 12" of any enemy model at the start of your charge phase, you must attempt to charge.

There are similar rules on the warscrolls for the Rogue Idol and the big Beastclaw behemoths:

  • Spirit of the Waaagh!: A Rogue Idol of Gork Mork can never retreat from combat. If a Rogue Idol of Gork Mork is within 12" of the enemy in the charge phase, it must attempt to charge even if it ran in the preceding movement phase.
  • Earth-shattering Charge: If a Frostlord on a Stonehorn is within 12" of any enemy models at the start of your charge phase, it must attempt to charge, even if it ran in the movement phase! After this model completes its charge move, pick an enemy unit within 1"; that unit suffers D6 mortal wounds.

I assume that because it does not specify in some way the 'even if it ran' bit like the other warscrolls do that the dragon cannot run and charge or be forced to charge after running. Or is this just poor/inconsistent compendium rules wording? Thanks!

Edit: another somewhat related question - can say a Frostlord on a Stonehorn retreat and then be forced to charge?
